you need blocks when processes are completing atomic actions to ensure modification isn't done via interrupts, but I've never really directly dealt with this variety of low-level consructs outside of an academic setting. I just leave that stuff to the cold hands of the OS. In Python's subprocess (system call) library, you use Popen() to fork a new child process and call() to start a new process and block program execution until that process returns. Atleast in Linux.
