Here in California, if 2 17-year-olds have consensual sex with contraception with each other, they're both guilty of statutory rape (both or victims) because the law says "anybody, regardless of age who has it with anybody under 18." AND, they're placed on the sex offender registry for 5 years. And most other states find this action innocent.
